Posted on 08/27/2021
A traffic advisory has been issued with the following traffic flow impacts expected for Saturday, August 28 and Monday, August 30:

Art in the Open, an outdoor art festival, will take place on Saturday, August 28, 2021. Motorists should expect a larger volume of pedestrians than usual around and between the festival sites in Charlottetown from 4 p.m. to midnight. Motorists are asked to use extra caution during these hours.

The following traffic flow impacts below are also expected due to the festival:

Victoria Park Driveway South (the road that leads from the Victoria Park Roadway to the tennis courts in Victoria Park) will be closed from midnight on Friday, August 27 to midnight on Saturday, August 28.

• The March of the Crows, an annual costumed community march, will take place on Saturday, August 28, from 7:45 p.m. to 8:15 p.m. The march will begin on Victoria Row and will conclude at Victoria Park. Though participants will be using pedestrian sidewalks, motorists may encounter minor delays if travelling near the area and are asked to use caution. Please note that there will be no road closures – just a rolling closure along the route of the march, which will travel along Richmond Street, Pownal Street, Kent Street, and the Victoria Park Roadway.

• Sidewalk and curbing work are scheduled to take place in the following areas for the week of August 30-September 3:
o Goodwill Avenue, between Viceroy Avenue and Sidmount Avenue
o Alexander Drive, between Orlebar Street and Gerald Street
o Lower Malpeque, between Old Moore Court and Gates Drive
o Richmond Street, between Prince Street and Hillsborough Street
o Beach Street, off Kensington Road
o Dorchester Street, between Queen Street and Pownal Street
o Saint Peter's Road at the corner of Linden Avenue

• A portion of the sidewalk on Pownal Street, between Sydney Street and Dorchester Street sidewalks, will be closed to pedestrian traffic effective Thursday, August 5, until September 30. This closure is necessary for masonry work to take place in this area. Signage will be in place, and pedestrians are advised to use sidewalks on the opposite side of the road.

Spencer Drive, between Babineau Avenue and Towers Road, will be closed. This closure is necessary for the construction of the new road to connect Towers Rd and Spencer Dr. Traffic control personnel on-site to help direct drivers around the site. Motorists are advised to seek alternate routes to avoid delays.

• Work continues on the new library on Queen Street, between Richmond Street and Sydney Street. This section of sidewalk remains open to pedestrian traffic with signage in place as this work is ongoing.

• A section of the boardwalk that runs along the waterfront parallel to Haviland Street, adjacent to the Culinary Institute and the Armoury, will be closed to pedestrians during the construction of a project at 15 Haviland Street. Those using the boardwalk will need to go around the site while exploratory excavation work related to a future building and the existing stormwater pipe is completed.
