Attention: Applications to the Flood Protection Rebate Program are no longer being accepted as all funding has been allocated at this time. 

The City of Charlottetown has launched a rebate program that helps Charlottetown residents protect their homes against damage in the event of flooding. The rebate program was developed by the City of Charlottetown to address the impact on housing infrastructure and to help alleviate the financial implications of severe weather events, such as heavy rainfall. This program was funded by a donation from Intact Public Entities and Intact Financial Corporation through their Municipal Climate Resiliency Grant program.

To be eligible for the program, applicants must be the registered owner of a residence within the City of Charlottetown. Seventy-five per cent (75%) of the cost of approved flood protection devices and the associated labour to install them are eligible for the rebate, for up to a total amount of $1,000. Rebates will be limited to one application per property.

Eligible flood protection devices include:

- Sump Pumps
- Back up battery systems for sump pumps
- Water alarm/detection devices
- Backwater Valves

Any work undertaken to install eligible flood protection devices must be completed by a licensed contractor on or after November 25, 2022. Rebate applications will be reviewed and approved on a first-come, first-served basis up to October 31, 2023, or until the program’s funding is exhausted.

The Flood Protection Rebate Program is available to existing residences that are legally occupied and does not apply to businesses or homes in the planning or construction phase of work.

FAQ

Do I need to submit a quote for approval? Can I submit a quote for pre-approval?

No, you do not need to submit a quote for approval, the application should be submitted once the work has been completed and the contractor has been paid. You can send a quote you received for review to ensure the work is within the scope of this program (eligibility of work completed is subject to the terms and conditions). If the project is within scope, funding can be reserved in your name if you are able to have the work completed prior to October 31,2023.

Can I do the work myself to install a backup battery system?

Yes, a receipt and clear pictures of the installation, including a photo of where the sump pump discharges, will be required with the application.

What do I need to complete on the “Vendor & Payment Registration Application”?

This form is required to set you up in our Finance system for payment. You can skip the “Vendor Type” section and fill in your information under the “Vendor Information” Section. For the “Payment type” please select the option you would prefer, if you would like an EFT/Direct Deposit you will then have to complete the section below.

What proof of payment is required?

Receipts, invoices marked “paid”, or proof of e-transfer are all acceptable.

Are water-powered backup sump pumps eligible?

No, they are not covered under this program.
